Vegeta doesn't put much thought into picking his victim. It mostly comes down to someone he has no feelings for one way or the other and who isn't currently having a slumber party in Buddy's room. The first thing he does is prepare the scene. He takes the largest knife he can find from the kitchen and leaves it in the jail cell in the police house. With it he leaves some latex gloves from the clinic. Better that than risking getting blood on his own white gloves.
With that prepared, he heads back to the hotel, being careful not to leave any foot prints, and to his own floor of the building. But instead of going to his own room he keeps walking down the hall, stops in front of Selena's door and knocks.
